A Roth conversion is fundamentally a bet on tax rates: pay today's rate on the converted amount, or pay the future rate on the amount plus all its growth. When your retirement rate is likely to be higher — pensions stacking with Social Security and required minimum distributions, for example — converting early can come out ahead. When today's rate is the higher one, waiting usually wins.
